About ELI Grant

The ELI Grant is Singapore’s only grant dedicated to driving disability innovation, with a decade of experience shaping and supporting impactful ideas. Funded by Tote Board and managed by SG Enable, it offers more than funding – providing structure, rigour, and the strength of a connected ecosystem. The ELI Grant tackles emerging and complex challenges faced by persons with disabilities by bringing together non-profits, social enterprises, innovators, and user groups.

It sparks fresh ideas and supports evidence-informed, scalable solutions that foster inclusion and transform lives. The ELI Grant acts as a multiplier for change, helping ideas move faster, grow stronger, and create lasting impact for persons with disabilities and their caregivers.

Theme & Challenge Statement 2026​

The 2026 ELI Grant Call, themed ‘Community Participation and Engagement’, invites community partners, innovators and enterprises to create solutions that promote inclusion and active participation for persons with disabilities.

Challenge statement:
How might we help persons with disabilities live independently and age in place – at home and in their communities – with comfort, safety and connection through better planning, living accommodations and community support?

Funding Guidelines

The following parameters outline the funding guidelines for projects seeking support under the ELI Grant.

Funding Innovation Solutions​

We fund the development and implementation of innovative, evidence-based solutions that address unmet sector needs.

  • Eligible Expenses: Costs directly related to project development including manpower, marketing and outreach.
  • Ineligible Expenses: Rental of office spaces, utilities and manpower costs not related to the project.

Evaluation Criteria

Each proposal received undergoes a thorough review informed by deep sector knowledge and applied with consistent rigour.

Innovation

New ideas / products / services / application / programmes that address the needs/gaps of the sector.

Needs Analysis

Proposal should address a valid need in the disability sector.

Collaboration

Proposals should leverage the strength of cross-sector partnerships to achieve a greater collective impact.

Reach

Proposal should develop plans to outreach to their target beneficiaries during funding period.

Team Composition

Project team has the capability to implement the proposal successfully.

Sustainability

Proposals must show a sustainable, positive impact on the lives of person with disabilities or their caregivers beyond the funding period.

Scalability / Adaptability / Adoptability

Proposal should have potential to be scalable, adaptable and adoptable after the funding period.
