Our History

In 2015, Tote Board launched the five-year Tote Board Enabling Lives Initiative (TBELI) to fund social innovation grants managed by SG Enable, alongside a public education initiative led by the National Council of Social Service.

In 2020, the initiative was extended for another four years (2020–2024) and rebranded as the Enabling Lives Initiative (ELI). Both the ELI Grant and ELI Public Education initiatives were brought under SG Enable, following the consolidation of disability functions announced at the Committee of Supply Debate 2020.

From 2015 to 2024, through 16 grant calls, the ELI Grant committed over S$30 million to support more than 70 projects, benefiting over 20,000 persons with disabilities and their caregivers across areas such as independent living, training and employment, community integration and caregiver support.

In 2024, Tote Board renewed ELI for a further five years (2024–2028), focusing on post-18 support across three areas: living and caregiver support, livelihood and economic empowerment, and community participation and engagement.

Through the ELI Grant, we envision an inclusive Singapore where every individual is valued for who they are, and everyone is inspired to enable one another, so that together, we can all go further and climb higher.

Our Mission

We begin our renewed commitment to improve the lives of persons with disabilities by connecting the dots that represent our uniqueness. By acknowledging our differences, we can use our diverse points of view to continue building a more inclusive society.

We will endeavour to connect more ideas that spark innovation, connect more people who can ignite passions and collaborations, and connect more communities that believe in integrating inclusivity into our daily lives.

SG Enable​

SG Enable, the focal agency for disability and inclusion in Singapore, enables persons with disabilities to live, learn, work and play in an inclusive society. We create equitable opportunities for persons with disabilities through thought leadership, sustainable social innovation and impactful partnership. Guided by our core values of professionalism, innovation and empathy, we envision a more inclusive Singapore and enabled lives. Set up by the Ministry of Social and Family Development in 2013, we are a registered charity and an Institution of a Public Character.

Tote Board

Established on 1 January 1988, Tote Board is a statutory board of the Ministry of Finance. We steward the operating surplus from gaming revenue by supporting community-based projects for social impact. As a broad-based grantmaking organisation, Tote Board contributes towards building an inclusive, resilient and vibrant community through our grants.

The network of connecting dots symbolises our dedication to collaboration, inclusive engagement, and the cultivation of strong relationships across diverse communities. The logo’s vibrant colours and “by” line further underscore the strength and spirit of our parent organisations, reflecting a shared sense of purpose.


Aligned with SG Enable’s mission as a catalyst for change, the logo incorporates the same green delta from SG Enable’s logo, a universal symbol of change and signifying our role in driving positive impact. Similarly, the logo sports the same orange cresent from Tote Board’s logo, reinforcing ELI Grant’s commitment in elevating the lives of individuals under our care.
